Along with the new raids, Profession items will be getting upgrades with Nether Vortex, which means many Blacksmiths will be looking forward to upgrading to a Dragonstrike or Stormherald. Engineers can finally craft their Epic goggles such as Deathblow X11 Goggles and Tankatronic Goggles.
As a visual example, here's an excerpt from the Rogue Phase 2 Gear Page highlighting various Chest Armor options, with gems and commentary.

ClassicIf you're racing to hit level 60, you're likely planning on running Blackrock Spire, Stratholme, and Scholomance a lot for gear upgrades. However, there are some notable items available at lower levels, either from quests or dungeons, which you should hold onto for level 60 PvE content due to their strong itemization.
In this article, we will run through all the items players level 49 and below can equip. We'll likely do a post in a few days, as more people live up, highlighting loot from the traditional end-game dungeons and quests (50-60). Due to the sprawling nature of Blackrock Depths, we've included the early loot in this article, but not loot from the end bosses like Emperor, which requires a higher level to equip.
If you are coming from Battle for Azeroth, you may be surprised to find that low level items can be quite powerful in Classic WoW, even more so than dungeon blues and tier from higher-level content. This is due to Classic's wide array of available stats, making a handful of items with notable stats, like hit for melee or Shadow Power for Warlocks, in high demand even if their level is low.
There are also items from all these sources which are powerful for their intended level ranges--however we're just highlighting the really distinctive items which have staying power at 60.
Check out all the items you want to aim for at 60 with our Best in Slot guides:
